Conventional TCP congestion control requires very low loss (about 0.000001% for 1Gb/s flow with RTT=70ms and MSS=1460B) and very long oscillation intervals when the speed is high. (In particular, it implies extremely low non-congestive loss.) An experimental proposal to overcome these difficulties is outlined. It involves no new user-tunable parameters.
